in frederick, maryland. the crime strike includes the city's first year. someone shot and killed lamont george lee elohist early sunday morning. tonight more gun fire -- ellis early this morning. tonight more gunfire and fox 5 was on the scene. >> reporter: a lot going on in a short amount of time. the street violence broke out shortly after we arrived here in frederick about 5:30. we were talking to a police lieutenant about sunday's murder when all of a sudden you could hear gunshots fired from close by and then about an hour ago a vigil for lamont ellis. >> in the name of jesus, amen. >> reporr: lamont ellis had a lot of friends. they showed up to pay tribute to him in mullinex alley where he was found dead 2:30 sunday morning. his girl friend and children were at the vigil. ellis was remembered as the manager of the seafood department at a gaithersburg giants supermarket. >> he was a wonderful friend and a good father, had a big heart. he will be missed. >> he was a good guy, never bothered nobody ever. all he did was smile. >> reporter: his friend think he was the victim of a robbery,

hired a company that is already familiar with the city's famous lapped mark. landmark. >> reporter: they got the go-ahead for this contract, the same company that's been doing minor repairs to the washington monument over the last few years. we got the 5.8 magnitude earthquake that did significant damage to the washington monument. one of the first things they'll repair is the elevator. that will get the crew up and down. then they will be putting scaffolding up both around the bottom and all the way to the top. they'll be filling in cracks, removing stones and replacing them. they say it will be about 60 days before they can begin the repairs, and about 18 months before they're done. so you can imagine a lot of d.c. residents and visitors are pretty bummed they won't be able to get in until 2014. >> i came here over the summer with relatives and wanted to take them up. it was unfortunate that they couldn't go up and see the views and see the sights. they probably won't be back for a while. i think it's tough for people that it's sort of once in a lifetime experience to have to mis

displaced after flames spread through an ocean city condo. this happened just before 6:00 at the bradley on the bay complex. you can see the black smoke billowing into the sky. no injuries and no word on what sparked this. more than 1,000 pepco workers are one step closer to going on strike. union workers cheered after an overwhelming vote to reject the company's latest contract offer. union reps will now go back to pepco to try and get a new offer. if no deal is reached, workers will vote on whether to strike. >> pepco issued a statement saying they were disappointed with the union's decision to reject the offer. the labor battle comes as pepco got the go-ahead for a rate hike in d.c. they approved a partial rate increase which could mean an extra $2.60 a month for the average customer. >>> we have breaking news tonight involving the nfl and its locked-out referees. dan hellie is in the newsroom with tonight's development. >>> as you know, the lockout went from headlines the sports page to the front page. now, it appears to be over. the nfl and the referee's association have agreed on a

on florida avenue northeast is one of the oldest in the city, still operating. but sources tell news4 work came to a standstill wednesday afternoon. senior officers were investigating a destruction of property crime. someone at engine 10 it drawn a cartoon mustache on the official photo, like this one, of chief kenneth ellerby and hung it upside down in the station. a deputy chief and lieutenant dressed down the company. part of it was captured on audio obtained by news4. the officials demanding respect for the chief and threatening criminal charges. >> you don't want to be here in this agency or under this direction of the fire chief, there's nothing holding you back. but as long as he's the fire chief, we all have to respect him. the reason i asked who handled the picture is because there are going to be some charges. at that point whatever the fire chief decides -- >> reporter: police were also called in. a former crime report was filed, and evidence technicians dusted the photo frame for fingerprints. but a d.c. fire department headquarters thursday afternoon, chief ellerby downplayed
